IBI believes that successful monitoring and evaluation begins with
a clear understanding of project objectives. Both qualitative and
quantitative measures are necessary to analyze progress and impact.
We set measurable, readily obtainable indicators at project onset
and monitor them regularly. Periodically we use participatory rapid
appraisal methods to infuse new ideas among the project team. We
have also come to appreciate the power of anecdotes to provide insight
and tell the story of what is actually occurring. IBI is experienced
in defining indicators that get to the heart of the matter, and
conducting a broad range of investigative techniques and survey
designs from participatory rural appraisals (PRA) to econometric
impact analysis.
IBI
faced the challenge of learning rapidly about a local situation
when time is short and the interventions have political overtones.
We have pioneered the development of innovative PRA methodology,
an extremely powerful tool that produces timely and accurate data
observations through which policy and program impact can be rapidly
assessed. We effectively used this approach, to study informal trade
in insecure environments such as the gold and gem trades in Tanzania,
the Central African Republic and Madagascar. It produced clear understanding
of what was and was not working in existing project approachesand
of innovative ways forward.
