The
IBI economic governance strengthening program in Liberia focused
on training to re-establish local procurement and asset management.
IBI assisted the Liberian General Services Administration (GSA)
to ensure that pubic financial management is transparent and accountable
and provided for the design and implementation of new procurement
systems, controls, procedures, and legislation to provide a statutory
framework for GSA's revised role in the new decentralized government.
The
complete reorganization of GSA required an extensive training program
including the training of trainers in the central ministry who will
provide training to GSA officers around the country. The purpose
of the training is to build GSA capacity to competently deliver
its mandated services even in isolated areas. IBI experts developed
operating standards, procedures, and manuals to assist GSA to provide
tangible services and meet customer service standards and guidelines.
