Working
with a major international oil producing company, IBI developed
the socioeconomic action plan for the initial Chad-Cameroon Pipeline
team. The plan focused on maximizing employment, ensuring that employees
were locally recruited, and developing an employment database. IBI
also designed a communications strategy in which the engineers responsible
for the project were required to consult with local stakeholders
throughout the project area in contrast to their initial plan of
simply presenting the project as they had designed it. IBI trained
them in the techniques of active listening and community consultations
so that they could hear the views of community members on their
proposed approach to pipeline construction. IBI conducted in-country
cultural orientation, training, and community meetings. IBI also
conducted pre-departure cultural orientation and training workshops
for Houston-based senior staff assigned to the project.
